Emrah Soykan was born in Nicosia in 1988. After having graduated in Science at the Lefkoşa Türk High School in Nicosia in 2006, he read for a Bachelor’s degree in Computer Education and Instructional Technologies at the Near East University in 2010. After finishing his undergraduate course, he furthered his studies and earned a Master’s degree in 2012 in Computer Education and Instructional Technologies as well. During his years at Master level, Mr Soykan undertook various courses, attended conferences and society services and worked on different projects. He finished his PhD on the same subject at the Near East University in 2016. The aim of his PhD thesis is to develop an educational mobile application in cooperation with special education centers to improve and support academic skills of kids with mental disability. He has been publishing articles in prestigious journals and his papers have been presented in international conferences. Moreover, he has a book chapter on information technology which is published nationally. As part of the community service, he has organized many educational projects and courses in cooperation with non governmental organizations and he took active role with his students during all project processes. His research interests include: instructional design, effectiveness and usage of mobile technologies in educational activities, multimedia design, educational software development, and development of educational interactive material for kids with mental disability. He has been working as a full-time lecturer in the Computer Education and Instructional Technologies department at the Near East University since 2011. As a lecturer he offered various courses, like Material Design, Project Development and Management, Programming Languages, Multimedia Design and Development, and Computer Hardware. Mr Soykan is an active member of the Cyprus Educational Sciences Association. He is also a member and responsible for the Education Department in the Cyprus Hearing and Speech Impaired Foundation. In addition to this, he is giving computer courses on voluntary basis to primary school children as a member of the Society for the Protection of Children. Mr Soykan speaks Turkish and English and knows Sign Language.

Bu dersin genel amacı öğrencilerin işiten çocuklarda diledinim teorilri hakkında bilgi sahibi olmalarını, işitme engelli çockların dil edinimini ve dil gelişimini etkileyen faktörleri tanımalarını, dil edinimini geliştiren yetişkin çocuk etkinlikleri hakkında bilgi sahibi olmalarını, bu etkileşimlerin eğitim ortamlarına nasıl aktarılabileceği ve işitme engellilerin iletişim becerilerini kazandırmaya yönelik yaklaşımların uygulamaları hakkında bilgi sahibi olmalarını ve sınılarında uyglamalrını sağlamaktır.
